This is the first mockup, which was made entirely on photoshop

I'm not following the NES restrictions 100%

EDIT: why is the animation not playing? Is it only here?
EDIT2: Looks like ImageShack is turning it into a one-frame. Where can i host it? (not photobucket plz)

Real nice stuff. I only dislike the water tiles because they don't quite seem to match the look and feel of the rest but I know water tiles are a nightmare so that's why its dislike instead of hate.

The title screen is a smart idea :)
However, the trains animation is off for me, I don't really get the jerking and i thing you'd do better to add some moving pistons and stuff, and this would convey motion better than it sliding back and forward a bit.

the title screen is cool.  But one thing I noticed about it is the sun is on the right, but the light source is coming from the left.
Maybe try increasing the brightness of the highlights on the train to show it is metal and more reflective.  the highlight could also be warmer as it is reflecting the orange light.

I love the title screen, though I'm not sure if the jerking back and forth is working too well on it. It happens a bit too often and makes it quite hard to look at. Perhaps have it move a pixel forward and back again just once in a loop, rather forward, back, back... ect. every couple seconds?

Should there be any water at all? After all, the game takes place in a post-apocaliptic world

OMG I cant believe I did that >_<

I had forgotten to make the wheels spinning, my bad
I also reduced that shaking movement, and added a slow back-and-forth movement

water = life, so yes, you do need some of it if you have humans. I wouldn't stress over it cuz I mentioned it but it does not quite have the same look and feel as the rest of the tiles...tho its not horrible, terrible or ruins it :|

I'm just saying water could have become a scarce resource that humans can only find in the underground. And since those monsters come from the caves, that could be the reason why the humans are fighting them, to have access to the water source

for the title page, I would mirror everything so that the light source is from the right (keep the train facing the same way though) and keep the sun on the right side.  Just because I think having the sun on the right balances it a little bit, since the train is on the left.  The orange highlights look better I think.
