I'm by no means an expert, but i'd say work on the shading because it's just gradients at the moment - think where the shadows would actually fall - eg. under his lip, around the gils etc.

Check out Cure's pixel art tutorial in the resources and support section
of the forums and look up 'hue shifting'. It will make your straight ramp of
blue with white and black applied look far more appealing. You should also
take into consideration the saturation of the colors aswell.
Inglorious has a good point about shading it as if it's a 3d object, as that is the whole reason we shade things in the first place. To make it believable that something is 3d when it's infact 2d.
