The shading isn't exactly correct but C+C would be good. I didn't do any dithering because it's a pretty small sprite, and that would cluster up the colour even more. The image is scaled up by 200%.

its not properly drawn. work more on that. Also you need to work more on the hand part, they are longer than the legs.
Not sure about anti aliasing so let another comment on this one. |

'it's not properly drawn' isn't actually criticism. It doesn't really mean anything at all, it's like telling him 'make it better'. I'm also fairly certain he knows the arms are longer than the legs, and I suspect that might have even been intentional.
The outlines aren't necessary and I'm not sure why they're there (or why they're lighter than the rest of the sprite). The head is lopsided. Dithering isn't necessary so good call there, I think it's a beginner thing to think pixel art usually needs dithering (it doesn't). The shading doesn't treat the sprite like a 3d object, so it just makes it flat. For example, the head is bisected by a diagonal line separating the lit from shaded areas. It should be shaded more like an orb, so I suggest studying how to shade basic geometric figures like spheres and cubes and cylinders. The sprite could also use more contrast and a better understanding of human muscular and skeletal structure (even if it is a cartoon) so it doesn't have bendy tube-like appendages. The tentacle-esque arms are clearly an intentional exaggeration but they should probably at least be the same length as one another, as well as consistent in width. Thanks for the feedback, I followed Derek Yu's pixel art tutorial, and I guess I didn't understand the outline part correctly. The reason the arms are shaped funnily is because I find it really hard to avoid jaggies while maintaining a constant width of the arms. I'm still trying to learn how to shade objects to give them that 3 dimensional illusion, but It's a lot more confusing than I first thought. Again, thank you for the advice.
