Who's got two thumbs and no idea how to properly render clouds? This guy. I considered going nuts with a dithering brush to help shape it up, but I feel like the image is small enough that it'd just end up being a texture-y mess. Any advice?

You're right about not using dithering, good job. I don't particularly know how to render clouds that well either, but it seems like you're on the right track. Just keep looking for references in the gallery, I'm sure you'll find something.
