This is an small town..its under development.
The leader is on the hill,the builders are building things etc.

it looks good, except for the people. They all look pretty much the same except for having a different item in their hand. I would try making the people stand out more from each other, different clothes/colors, etc.

I like the people, but the bricks need more contrast. Good so far.

Bricks need more contrast, everything is an unappealing color, the unfinished bulding on the hill not only has paper thin walls, but apparently it's also been built from top to bottom, which is awkward, and I really hope you're planning on changing the buildings to something more than flat color cubes.

Yes, pure grey was not a very good choice. Maybe use some greyish color, but not pure grey. =(

Very nice work here i can see that it is in it's infancy. Texture is all that's needed.
