I would love some C&C and advice on the hair in the human/natural state. I feel like it needs some serious work. I wanted to have this funny toupe look, but it just doesn't work with the rest of the character, but everything I try just looks terrible.

He may beed a bit more of orange here & there to make it more 3D but it might hurt the legibility.

The toupe is weird indeed. It has to be because of the shape & size of the head. It's quite close to the eyes and as the rest of the head is bald, it seems out of place.
Maybe by clearing the forehead area and seeing the head more as a spere you can fix it ?

I actually just started working with another pixel artist yesterday(http://wayofthepixel.net/index.php?action=profile;u=47680). Here is what he has done so far, and I like them a lot.





We decided to get rid of the legs, so that he could move more without losing the stiffness of being solid ice.

I am assisting with this artwork, so any C+C is more than welcome. These are also just quick preliminary works.

Debating as to whether or not I want to go with or without feet. Any thoughts? Any other C&C about the character overall??

I think it looks better with legs. If you're trying to avoid bendy ice, why not have the feet be there, but move independently-ish of the torso.

If you're going to ditch legs, then I vote no feet, it looks odd to have the feet but no legs. It could work with very large feet, similar to how you have the oversized hands, but I don't think that's needed if you're not using them for any attacks, etc. One thing I'd recommend if you're ditching the legs is making the bottom of the body end in a taper or something, it looks unfinished just cutting off as it does.
