what's the green bar on top of the leaves? because the rocks are so large, the pattern is more difficult to break and the tiling is more evident. the greens look to saturated, and having less uniform leaves might make it look more natural. a little more hue shifting in the rocks might add visual interest.

the bar just doesn't make sense for the level, it's obvious it just used to make a surface to walk on. there are green bars lying on top of grass out there in the world though- integrate it into the leafy stuff: like http://www.pixeljoint.com/pixelart/34937.htm - this or http://www.pixeljoint.com/pixelart/15366.htm - this

There are plenty of good programs out there for pixel art, many of which are free. I use Grafx2 because it's free, but GraphicsGale, Pro Motion, Photoshop, Pixen, and MS Paint are all common choices. Some are more user friendly than others, which is why I choose something with keyboard shortcuts like Grafx2 over MS Paint, it has saved me many trips to the toolbar (and makes for much easier palette  management).

creating a palette just relies on your knowledge of color theory, but managing your palette and adjusting colors on the fly is easier in some programs than others.

also there's an 'edit post' button to prevent doubleposts, no biggie, just fyi
