This could just be 1up's new account, but I doubt it...
That piece belongs to 1up as well as most of the work on this "1down" guy's site. I think he's just a troll, and it's evident in his lack of knowledge as the banding on the hat is really the only thing he made himself.
Some kids need to find better things to do then claim work is theirs and waste the communities time.
Edit: Looks like the admin got to it already. Glad to say he's Disabled. :)
