Alright, so I'm still relatively new at this stuff. The problems I see are some proportion issues, my eyes are just odd, color choice/amount may need some touch ups, shading in general, and overall AAing. I'm sure there are more, but any tips as to where I can go from this point?
Also, there is a reference picture, I just can't find it anymore. I will post the link as soon as I find it again.

Alright, let me see if I can help with something. I'm also relatively new at this stuff.
1) I think the head has a poorly defined shape. I see the eyes and the mouth, but I'm having a hard time understanding what angle I'm looking at, or what the head would look like from a different angle. Maybe this is a problem in the reference picture you've been using.
2) I'm not sure what those things are on his back. Scales or eggs, maybe? Anyway, they all have roughly the same colours and shade. It makes them look very flat, like they're all equally distant to the viewer. By the look of the main body, it appears the light source is on the left. Surely, there should be a lot more light on the left side on the eggs, and more shadow on their right side. Furthermore, the eggs on the left would cast shadows on the ones to the right.
2) Again, it's hard to say without seeing the reference picture, but there are some anatomical issues with the main body. The leg in particular stands out as lacking any clear form - there doesn't even appear to be a knee-joint.
3) The contrast between the brightest and darkest parts on the left arm is very sharp.
4) The right arm (on the bottom) appears to be darker on top, instead of being illuminated by the light source. Maybe the shadow comes from the head, but it doesn't really look like it, in my eyes.
Hopefully, someone with more talent can be of more help.

That actually helped quite a bit. I'm still having a hard time finding the ref I was using. Originally, the head was upside-down, so I just kinda.. Well.. Scribbled :D. I didn't feel like copying the ref pic exactly so I kinda made him mutated! But, I'll alter that a bit. I think I may just go back to the line-art and get a brand new palette as well.
Also, if there are any guides addressing skin-tone or skin-shading, that would be wonderful because I've been having a horrid time with that for various pieces.

Im seeing one of the same mistakes here as in your ruppee, which is an unnessecary amount of colors to convey shading, put in using banding in many places. I think it would be benificial for you to start doing shading from now on by starting with just 2 colors: a light color, and a shadow color (and an outline color if desired). After you get this right you can focus on subtle shading like highlights, subtle midtone shifts, darker shadows, reflected light, usage of AA colors between light and dark areas. I think this will help you focus on using shadows to create form, rather than to create gradients. I will see if I can do an edit later. Until then, it might help you to think of the creature in terms of geometric shapes. For instance, take the arm on (our) right, and think of the arm as 2 rectangular prisms. Hopefully youll notice that given the shading you used, the arm actually appears flat like paper. Try drawing that arm as rectangular prisms, and shade the top surface with a light color, and the side surface using a dark color. This will give you the beginings of giving form and clarity of shading to your drawing. This might be helpful to you as an excersize, though later you should be able to do it without actually drawing it as a geometric shape.
