Well, the upper side of sky is too full of details when other side is empty. Also in every city silhouette you can see citylights. Like windows. Also I see there is blank "AD-banner on the roof", color it.

I would say make the single pixels rather than specific shapes and have them fade out as the light fades in, continuing down to maybe the second or third lightest part of the sky. On the other hand, I like the plain black silhouette of the cityscape: it's simple and gets the point across without being too busy or distracting to the eye. It should be noted that I am a total noob at pixel art and thus have no idea what I'm talking about when it comes to execution or how it would actually look with what I've suggested.

I agree about the need for more lights. Try googling 'nightscape' for references. It would be pretty difficult for a city that size to be nothing but a black silhouette.

It's odd that the stars are all clustered at the top. In reality, you probably wouldn't be able to see any stars at all, being so close to a big city. You could always use dithering for the sky gradient, you might need no more than 3 shades.
