Pretty good. pretty clean,
but isn't his face pointier and his eyeballs slightly more ovular?
the hair looks quite accurate,
The ear could stick out a little more
and maybe he could use a neck? even just a little bit more of a neck (Perhaps even just the brim of his shirt showing)
the background is quote plain but the weight of it is good (meaning the cloud on the bottom was good positioning)
the AA on the nose is a little bit heavy and noticeable if i look closely
it may be the jaggies on the outline causing it.
Other than that, it's definitely Phineas Flynn. I identified the picture immediately and had no problem telling what everything was.
as for colours and shading.. i don't know if you could shade a cartoon of this style.
his pupils in he picture i found on google are blue though.
hope any of this helps.

And , about the AA , I am pretty bad at it and haven't figured out yet how to AA properly.

eyes and eyebrows: Tick.
Head shape: X
neck: X
AA: mmmn, it's good for now.
Unfortunately, the head shape is still inaccurate.
Looking at other pictures of Phineas will help you out.
notice that his nose should be longer and the angle of his triangular head should be rotated slightly more counter clockwise.
He still lacks a neck
for the eyes, try to use a slightly softer black outline. maybe even a tinted off-black colour. the black used is too harsh and makes the eyes stand out a little too much.
for the ear, nice try but it seems a little flat and too pointed up. Try to give it more of a stretched circle that points slightly down/outwards and make the '3' shape inside the ear rounder.
the AA on his nose is passable i guess. not much to say about it.
keep goin =)

Much, MUCH better! =D
Only few things i can see at the moment are his hair might want to be a little .... flatter? or.. just not poking up so high? pay special attention to angles, sizes and the directions of shapes when you draw
The ear looks way better but could be a teensy bit smaller, it's currently taking up about 1/3 of the back of his head right now wheras in the reference pictures it takes up like.... ... i dunno.. 1/8?
the positioning and direction is spot on though, so good job.
the eyeball outline looks way better with the colour you chose. good job.
They still poke out at me though but the reference pictures have his eyes as thin black outlines so it's definitely within reason. Perhaps you could go one shade lighter just to see what it looks like? but try to keep close to the colour you're using now i guess. i dunno, just do it to experiment?
His neck could also stand to be a teensy bit thinner but having it there definitely improves this picture (in my opinion)
the angle of the nose and head is great now. it looks much more like him now.
the eyeballs are slightly ovular, like, egg shaped in the reference pictures yet they're perfectly spherical in your version which i wouldn't really worry about because of the scale of this picture but just to experiment try making them slightly ovular (or egg shaped). If they look wrong, then just stick with the 'golf balls' because they're not half bad.
Good job for sticking with this and refining your piece. Your hard work is paying off.
Edit: I'm not sure if you want eyebrows or not, two of the references don't have eyebrows yet the first one does. i think it's optional and relates to his current expression. so *Shruggs* your call. i think it looks fine without them.
