So I started drawing this mountain and I got the idea of making a 16 color palette bla bla
anyways I ran into some problems with my green being too blue but it did'nt seem to fit if it was'nt, Red needs some more shades. NO GRAY
that's pretty much it  I hope to make this kinda good

Here's the palette:
X           edit:  and i used dawnbringers tool
there is probably a lot of fixes i could make

you might wanna look at Dawnbringer's gallery, or Matriax's gallery.

You could use some more contrast (definitely need a lighter colour), and I think it's best to stay away from such "pure" colours. Reminds me of palettes like C64, or even the XP Paint palette, in that you have hues in pairs, with one darker. You *kinda* get that with DB's palette, but his have more of a hue shift within the pair.

E: also, try recolouring 16 colour works from the HoF. Obviously won't work for everything but you should see where you can tweak.

You don't have a black or white in the palette. You have them in the middle image, but the palette there is more than 16 colors.

And I'd really suggest having at least 1 rather neutral gray.
