So I'm worried it looks more like a cotton ball than a cloud. It's supposed to be cartoonish but not that cartoonish, you know?
Also, I can't decide if I should dither or not.

perhaps why it looks like a cottonball is the overall shape
clouds are actually quite flat on the bottom, and more triangular
perhaps check out a few reference pictures of real clouds?
I like the idea, and the face is fun :-)

I agree with everyone on the contrast thing. It looks very muddy right now. An evil cloud should be dark to. But don't forget that silver lining

I also agree on the contrast. However the main problem here is that it
appears to have weight, regardless of look the feel should be light,
perhaps removing some of the "bumps" or at least minimize the bumps. oh
yea it looks like a moldy cauliflower.

So I upped the contrast on the old model:

But then I started thinking of making a new, more cloud like looking body

That one above isn't complete. I wanted to see which one you guys
thought might be better before I went ahead and tried to shade it.
Even though trying to shade it seems a bit confusing looking at it now. But I suppose maybe it'll look different if I don't look at it for a bit.

YES, do the newer one. The face fits much better. Please dont use any dark outer lines inside the cloud (other than the face) >.< This'll good great.

the new shape is much better, consider taking the flattened bottom a
bit further and really smoothing it out, and maybe decide if you're
seeing the cloud from below or above and adjust the perspective
accordingly, right now it's a dead-flat-on view and it's flattening it
a little.

I like the first one better. The shading on the lower left seems wrong. But I suppose it wouldn't hurt to make a few more clouds for practice ?

The old one looks like a grey pine cone.. Loving the new one, though. Why so dark grey? I know it's meant to be evil, but why not a little lighter? Just a thought!

Aaalright, I did some shading.

I didn't really want to flatten the bottom but... I admit I'm really
frustrated by this overall. Now I'm really hating the face and the
lips. >_< The overall cloud shape and shading I think is alright,
but something seems off. I think it might be in the angle the cloud
seems to be tipping at.... grrg. I think I might need to start from
scratch again.

Everything can be led to a good end if you put enough time into it that's what I always say
I don't have any idea either on how to improve it atm so I'd try to
forget the current design, think of a new one and find out what makes
it better. Well, this might indeed mean starting
from scratch... but.. oh well.. Nevertheless, I'd try to flatten the bottom.. maybe you could also add
some animation, i.e. rain / lightning and make the face more
perfidious and subtle That could make it look more interesting.
