Long time, no see. I actually drawn more in hand lately.
Actually a pretty big WIP. Like really big, I realise that I should challenge myself with bigger pieces than I usually have done.The final serpent is about 3 times that I just uploaded(the rest is a lousy sketch) + I want to make a background(What on Earth I am thinking about doing?!).
Process so far.
Sooner or later I am going to sick and tired of making dithering.

Nice texture, but chevrons on his neck do not look that good. Maybe you can turn chevrons into some kinds of seaweed or just fur strands. Also, the neck's curve has some cavities and can probably be improved.

As it is work in proccess, change might happen into the final design like outline, however my plan wasn't a sea monster, so seaweed would be out of place, at least in my head.

Update, I don't like there the scales are too big on the neck, I have to redraw those again.
Added one more. Gord, it is one big structure mess.

I would probably change an eye myself, and I would try to use "more" snakish eye.
*edit, wanted to post some ref here, but it didnt work out. Just see snake eye for google image references there is plenty.

Is this a snake living in water, or a snake made of water? In both cases, the top part could probably be much more rounded. It seems very edgy on the bottom curve.
There are so many different textures on the snake, and this confuses me a bit, I don't quite understand what it is supposed to be. Scales? Actualy water? Does the snake have a bright top and a dark blue side pattern, or is this an attempt at shading?
Those are honest questions, once I know what it is that you want to draw I can perhaps help further.
As Rebea noted, the eye is strange indeed, as is the whole face. using references would probably help.

I agree, on the texture, I am not big fan of one either, not really water, more like scales.
It is based on my childhood fantasy serpents(sometimes with wings) and they didn't have realistic eyes either.
Bright top, darker button, looks sort of shading, I didn't think about it. Whoops
Doesn't help, in some places it is shading and in others just structure, I agree what.
I hate to say what, but it seems I can't draw curves at all. Gonna fix that somehow.
