if you noticed thimbleweed park resolution of characters is not low but really high, it seems that one pixel consists of many more. As a result when the character moves further in the background and becomes smaller the resolution gets higher and the character rescales smoothly without becoming a mess. I was wondering how can you achieve such an effect with programs like AGS, anyone got any ideas?

I'm not familiar with how AGS works, but it probably has something to do with how it's interpolating the image (I've experienced this with After Effects before). A lot of image programs use linear or cubic interpolation by default, which works well for photos and traditional art, but blurs pixel art. There should be an option in your program's settings to turn this off.
