Hello,
I'd like some feedback, help, about the portrait at the bottom (I've done everything in the screen below but I'm looking for some help to improve on the portrait which is currently wip):

Ref:

The issue is mostly dealing with the hair (and just about everything else actually!)

A couple of things:
I only want to use the pencil (various sizes) so no filters, tracing or other gimmick. I want the challenge to do it properly with no other support than the reference picture.

Thank youi.

First I'll say I think it's nice already, there are some good clusters that help define the form well. The environment is also really cool, especially the astronaut graphic and the Goya reference.

Now, I'm no hair expert, but the first thing I would suggest is to get rid of all the extra colors in the highlights. I think you have a lot more you can squeeze out of just the two dark tones before you add another highlight in.

As for the rest of the face, my biggest suggestion would be to really examine the colors you see in the reference image, especially pertaining to value (brightness). We know in our minds that eyes have white in them, but are the whites of her eyes really the brightest color in the image? Probably not. Try building clusters according to value, and then letting color enhance how those shapes read.

Here's my quick edit:
