One day when i was playing lionheart and i have seen a movie with this lionheart character i was thinking "yea! I have idea!" and i started to draw an character in ms paint.

Hmm, i think the anatomy is ok.. but... you're experts! Say you, say me, now!

the upper arms are a little short in comparison to the lower arms...overall good start :D

The neck is very large as well.  This may be because you're using a round head, and as Cryssy mentioned, the upper arms are too short.

 
Extend the upper arms by raising the horizontal shoulder bar up closer to the head, that way it reduces the neck size as well.

look for photos of people, cause the scale of different parts of his body are wrong...

- neck is a bit too long
- upper AND lower arm are a bit short...
- his legs are too short...

maybe change the camera position... i guess the lionhart character is a hero? if you look from a low position, he will look bigger, and more powerful. Also he is standing a little unconfident... (let him a bit more to 1 side, 1 leg a bit in front of the other... and maybe even move his chest a bit up, like he is proud of himself...
