Well, i saw a painting. I cannot remember who it was by but they used dots to create their pictures. So i am using that technique to create a shark picture.

Its not completely finished. The fin is at the top, i am having trouble with the body.

some definition would improve this. also, the contrast between the dots and the bg is too low to see the difference.

The Art movement your looking is neo-impressionism. And to clear things up they didnt used dots to make the image, they used dots to create an illusion of color, pretty much like dithering really, simply a bit more unorganized :P
There's several other different techniques in neo-impressionism. But I wont cover them all
So back on topic, to make your picture look a lot more like a neo-impressionist peice, you should use pretty much simple colors and mix them in a dotty fashion to create the illusion of more complex colors.
