It's a self portrait, i know i need to get the shading and hair right anything else or just the shading and hair.

The ear(s) should be risen, nostrils...  Not so big like a pig (rhyme time right there)  And the lip looks like a worm.  Try not making the lips so bright.  The eyes need a bit of work too.

I am reluctant to help you (not that my help is really anything to be sought :P) unless you plan to stick with this piece and make it something great. Phrases like "i know i need to get the shading and hair right anything else or just the shading and hair" make me think you're still in a huge hurry to just shove this into the gallery as fast as you can.

It's a funny expression and an interesting perspective, and with a lot of patience, time, and effort I think it could be fantastic, but right now it is nowhere near being ready for submission. You have to be prepared to put in the hours.

I am actually not rushing to submit it, i think i may spend another week just finishing this peice for submition, who knows how long it will take.

You've got to get a grip on anatomy. Ears are supposed to be level with the eyes. The lips aren't shaped realistically and there's a random line on the left(our left)side of her face. It needs a bit of work but it's a pretty good start.

*cough* HIS face... But yes, that's another problem. Unless you're wearing lipstick, the lips are way too red. It makes you look like a girl.

EDIT: Also, take a good, long look in the mirror and ask yourself if your nose really looks like that. (and I'm not talking about the nostril holes, which have already been addressed) The bridge is way too wide and there's no definition of the nostrils.

Omg i only noticed he called me a girl!!!!!
Any i am working on the lips,i looked at some some face anatomy tuts and the top lip is smaller then the bottom and others so you wait for it.

One last thing:

Don't dither anything.

Just start blocking in rough shading. If you need a new shade, just add a color to your palette. It is way, way, way, way too early to dither.

Don't worry about small details like the little gradient on the lips. It's not important right now. Just start putting in big swaths of color for shading and start fixing the anatomy problems. Use a big brush size. The little details can be added at the end.

If you don't have a small mirror to look at yourself while you work on this, use something like http://www.nlm.nih.gov/medlineplus/ency/images/ency/fullsize/7081.jpg - this for basic anatomy reference. (the thing it says about ears doesn't matter; that just happened to be on the image I got from Google.)

He just looks fatter, that's all you did...  Yes his ears are risen, but they don't look like ears, it looks just like it's part of the head.  Give him lobes.

The question rising in my head is.. Why don't you start with smaller pieces and when they are great - superb, work your way up to bigger pieces like this one?
I get the feeling you're in a hurry to make pixel art. This only makes you struggle with yourself.
My main rule of pixeling is, patience. So have some patience and re-look your work over 20 times before asking yourself the question, what's wrong in this pic?
Then make little changes at a time, instead of losing the total visual while adding and removing pixels.
 
Sorry if I sound harsh or anything, didn't mean to. Just trying to help.
