Is the dither too much?
Or just completely unnoticeable?
I also realized his nose was upside down...

I preferred the old one because the shading style because the shadows were well-defined, as was the jump between highlight color and shadow colors. However, what you have now has taken away the distinct separation by interlacing them with dither while the palette/color jump has remained.
 
Nose is better now, yes, but the teeth have strange perspective going on, kind of like you couldn't make up your mind whether to do flat or curved gums.

Tried changing the teeth.
Also added more dither, and fixed the jaw.

O.o i looovee those teeth!!!! ITs looking good. On one of the eyes you should draw it like it was dropped an part of the skull by the eye cracked off. If you dont understand i might make a quick edit later

now the upper jawbone is smaller than lowe jawbone. the perspective still has the same issue that MoD mentioned before. if this is aimed to follow a real skull anatomy, those teeth need to follow a curve.
