I did this in few hours it is not finished yet:
 I dont have any ideas what shall i put on ground.I will add some grass but should I add more colors to my palette?

Firstly, this is a huge improvement over your previous work.
I am not really sure about what you could have on the ground, it's entirely up to you (pancakes, a hot tub, Tom Jones, Tom Jones eating pancakes in a hot tub etc...)
The impression that I got about this scene was that it kind of reminded me of a background for an adventure game.
...anyway I did a very quick photoshop edit...(mainly changed the colours around)

I don't think you really need to add colours, instead maybe you should try playing around with the ones you have. I think it's great that you're trying to conserve colours, instead of just adding new colours all over the place.
Where is your light source?
What are those things on the ground...some kind of rocks?? I really think you need to try and put more thought into the texture of the ground. If they are some kind of rocks scattered all over the ground, then try to place them more randomly. Right now they look like they're all placed 10 or so pixels away from eachother.
Also some places could use some AA, especially the mountains and the fences.

Thank you for great critiques.The reason why is this better is because i drew it on paper first.I used it as a reference.I often come and sit in that park during the school break because its always peace and quiet there.I think that when you practice drawing you get better at pixel art too.I see you used darker colors.Correct me if I am wrong but shouldnt i add more colors if i want AA?

There's something that seems off in the perspective of it. I'm not immediately sure of what I'm looking at when I see. It looks like what you have is a wall and then a bridge next to it, but I could be wrong. I think this is a case where drawing from life or drawing from a reference photo might help you get the perspective down. Something tells me if the bit on the (our) left is a bridge, we should see more of it before it disappears.

yeah you are right.I wanted it to look like stairs but i dont know how to do it because the stairs are 3-4 pixel thick.

Well, the railing wouldn't be shaped that way for sure. Are the stairs going straight down or are they a spiral?

i think you're trying too hard on the steps when the obvious error would be with the fence?it's a bit out of place i think. :)

i think it's better now, you just need to fix that stairs..
maybe you cannot see the stairs running down from that point of view..? just make it one bigger step?

they are going straight down but now I went to that place again and now I see where the problem is.I will update soon. EDIT:
 its getting better I think and I tried to do some AA (mountains) so tell me is that AA
