The face is probably the hardest part. You've already got that down. Don't give up now.

There is no reason for dithering where you do, and your colors are a tad dark.

As others have mentioned, try to avoid dithering smooth things, like face and clothes. It ends up making it look grainy. Dithering the bill is a good idea, but otherwise, do cell shading. You could try doing lines instead of dithering, that may create the effect you're going after.

Point taken, but I decided to dither mainly to mirror the cross-hatching on the real note

I don't know what material the bill is made of but I think the dithering gives it a much more textured and interesting look than flat colors. With flat colors I think it'd look plastic and fake.

You did a good job!
For me this much dithering is kinda ugly looking but with the colors you chose it actually works.
