Head and hat is finished (I think) and the rest is WIP.

The head and hat look good but the anatomy is WAY.. WAAAAY off
The body needs to be a bit thinner and a lot less elongated. Also he seems to have a missing crotch. Also, I'm fairly certain they didn't have jeans back then. Are you using that cuz you like the pose or because you're not comfortable drawing hands? (Could be both i guess)

Shading needs work. It's like pillow shading in reverse. & the musculature on the arms is strange. You definitely need to show the hands too.

Elongated is like, stretched out. The body seems stretched taller than it should be. I wish I could jump into photoshop and give you a visual example of what I mean but I'm stuck at work. All I can say for now is to look at that photo you posted and compare the length of the torso, waist, etc to the size of the head and try to get it more towards the photo's proportions.

That's why I said he needed to show the hands. It's obvious that he's not showing them because he's afraid of drawing them. However good the final piece is, that fact will detract from the overall quality and leave a bad impression.
With practice, drawing hands will become second nature to him.

Well, if you draw closeups of people, you can't escape anatomy, I'm afraid. However good you make everything else, if anatomy is flawed the end result is never going to look good. You can find tutorials, books, there's also an http://www.wayofthepixel.net/pixelation/index.php?PHPSESSID=3bfd5d6efe820fceba306835fc41ce7f&topic=6528.0 - anatomy thread at Pixelation . And mostly, practice!
OK, enough of that ;) Same goes for me anyways, hehe :S
The only good reason you might have to hide hands, is to give him a bad guy attitude, provocative, leaning against a wall (or tree). But that's not easy to draw either! Make longer sleeves if you want to avoid the arms muscles too.
The ears are weird; the crotch is still too high. The lower part of the body is facing us, the upper part is not, there is no clear transition.
And, what about his bow?

I really think you need to scrap his current pose. It's one thing for a kid in a Slayer shirt to stand like that and another thing entirely for Robin Hood. It just doesn't make any sense; it doesn't say anything about the character or do anything to capture the viewer's interest. Yes, hands suck, but you don't have to draw them immediately. Rough out a sketch of the pose and save the hands for last. He can have mutant lobster claws in the meantime. I'm certain he won't mind.
Also, as I think it's been said before, they didn't have slacks, jeans, or t-shirts back then. You're following your reference too closely for something in a completely different time period with a completely different attitude.

Too large! You won't control all this at pixel level, and you just need to show a bit of trunks to suggest the forest. He could toss something more meaningful in his hand. An arrow? You don't really toss arrows... and Robin Hood is not supposed to have a knife... Dunno.

I wouldn't make anything smaller, I'd just work on the character first, and once he's COMPLETELY DONE, decide how much of that huge BG you actually want to finish and crop accordingly.
EDIT: And yes, I think pose and clothes are much better. Kudos on making such a massive change; I know how difficult that can be to do.
Only thing I'd change is his hand in his pocket. Again, I don't think they had pants with pockets like that. even if they did, it's not something I associate with clothes of that period at all. I'd make his hand sort of resting on/holding a knife in a scabbard, if that makes sense. I can see the pose perfectly in my head, and I'm pretty certain it's fairly common, but I couldn't find any refs.

Agree with Hatch (I was thinking of cropping, not reducing). Actually, I suggested a hands-in-pocket bad guy pose, because you seemed determined about the pockets, and I thought the anachronism could be fun. But the ref I found was not exactly what I had in mind. And it's your creation anyway, the decision is yours!
Now, about your question: "is the anatomy better now?" Are you serious? ;) There is no anatomy there, that's because it's something that takes years to learn, and you haven't started yet (neither have I: I'm saying this so you're sure I'm not judging you or anything...).
Since you nevertheless want to draw people, I'd suggest to have a friend of yours to pose, take photos, draw from them. Draw on paper first, many times, before pixelling. You will probably have to fix the face, to give him an expression fitting the pose: bad guy, good guy? And those ears...
Yes, the clothes look better, could be useful to do some research, depending on how much detail you want to have.
And, please be patient, with us and with your art: we've got lives, there are many threads to answer... and this piece is going to take you a long time to make, it can be worth it!
