My interpretation is that the lower left dark area with yellow dots is the village and city lights.  The rest looks like mountains and because of the formation in the upper right looking like a giant bear, the villagers refer to him as the keeper of the city that protects them.

You're right.  I drew this earlier with a 30 mins timer, but I thought it good enough and doesn't need to be  polished. I should try to clean it later then 

This and your other submissions on the queue could use a few minutes each of some clean-up. There's single-pixel noise and jagged lines in all of them. In essense, you've uploaded sketches. Pixel art is set apart from related media by pixel-level polish, and that's absent here. Fortunately, it should not take a lot of work to fix these pieces up.
