It's all a matter of preference/comfort. I use MSPaint because I'm too lazy to learn how to use any other but I've heard good things about GraphicsGale...

Yes, the submit pixel art function works.

You should be consistent in your usage of black outlines. Be wary of resizing you pieces and be thorough in your scouring of double pixels (particularly on the pants and shoes).
