I found out where is a problem, here is prefinal image without 32 colors limitation, which I set during save. This prefinal version has more than 32 colour by my mistake, so after save there are some color reduced parts as you marked. I never noticed that before. References used: photo which I posted below and photo of sunset to help me to create palette and overall atmosphere. I'll post a new fixed version, probably with smoother sky and some other parts to make this piece better.
This will be added into the gallery if you can convince me that this is indeed hand pixeled by you without any use of 'dirty tools'. You have provided a reference picture for the bridge, but, surely you also used a reference image for the sky and/or fog too.
Right now, it is very remininscent of a vaguely cleaned up colour reduction; specifically, using the Floyd-Steingberg algorithm. This compares your image with a 2 colour version of the statue of David found in the previously linked wikipedia article. Notice how both images contain examples of similar dithering patterns; particularly note the magenta circles - this kind of elongated dithering (3,1,2,1,1) is almost indicative of the Floyd-Steinberg algorithm.
Ultimately, it seems that you have either tried to closely imitate the Floyd-Steinburg algorithm or there has been some kind of colour reduction...
Sure, I never save working steps, becose I use layers. I said, that it's not reduced photo, if you dont believe me, it's your business.
yepp, and as always in these cases you accidently forgot to save working steps...
Maybe it looks like reduced photo , becose I somewhere use dither and somewhere not and sky is not smooth as should be. I also used tablet to paint sky, so its maybe another reason.
I guess I hadn't looked close enough. Now I have some serious doubts, too.

If it's all your work or not, you could make the bridge smoother for sure - bottom part of it especially.
couldn't help but notice the birdge doens't have any wires/cables on it.
I think the palette is nice, but i think the colours could be put togehter better.

Ref was this photo from google images www.visitingdc.com/images/golden-gate-bridge-picture-2.jpg . Be sure that its not plain copy of any ref and so on .

well, you're right as long as it's about that classic kind of refencing.. here, i guess, it is because especially the sky look a bit reduxish..

Quite good so far, but I think you could bring it further.
The bridge deck doesn't really get thinner in the distance; I think you should try to put cables (maybe you did!); the rock on the left is maybe too dark?
@ onek: I think the reference question is a good one. It seems very different to me, to use refs for help as to how things look like and ideas about light or composition, or to make a plain copy of a ref. Although even a plain copy is a lot of work and (maybe) could have some artistic merit (it certainly is a good tool for learning), I'm sure even you would give more credit to a totally original work.
i dont get why references are sooooooo important!!. , ?!... if u take a photo, do you take another one as reference to the one youve taken before? you dont ask for a reference in the louvre do u... i donno, i just dont get it, we live in a world where information is free to everyone, the internet gives you access to almost everything and u also u should be able to use everything to make ur own art, for me that kinda is the beauty of that medium, as a painter u dont have to go outside anymore to do a landscape or portrait someone or even do art, you could just fly around in google earth and place ur canvas in front of a virtual 3d landscape, and convert it into ur own artistic world ....
well, however ^^... i like that piece, nice colors, nice atmosphere, sky could be softer though
