 thank you.I fixed the dithering problem before but I didnt post updated version yet.About the dark green color I used hue shifting and now its blue.Do you sugest that I add black and white color?Good point about the eyes they look rather flat right now.About the colors I probably forgot to replace old color on some places with new one I will fix that.

Actually the color count is 16, but there are colors rarely used. You dither too much, there is an intermediate skin-color that could directly used to replace the skin dither (perhaps make that shade bit brighter). In much of the green you dither for no purpose; you're not creating any ranges, just mixing two colors. Similar deal with the hair; you have 4 dedicated blue colors. Preserve the darket blue for outline (with no or little dithering) and use the reamining 3 more evenly. If you de-contrast the black & white they can be used in most areas of the image - helping with shadows & highlights. And how about some specularity in the eyes? There are many more issues, but enough for now...

On the plus-side: it's a really cool moustache design.
