What I like about this isn't just that the water is great, but that the rest of the picture wasn't neglected. It's cool how the whole scene can be divided into three sections (sky, trees/grass, water) and each section has its own character but all fit together.
The water, even if it is faster than normal for filesize sake, animates UBER SMOOTH :)

That has its share of problems, the waves have a degree of falloff to both left and right, and that might end up overdrawing the slower/faster waves excessively in the region where slices overlap. It might not be such a huge problem if the waves that spill over the boundaries are subtle... well, maybe I'm the damn problem in thinking that it will be a problem. :D I'll have to try it out, but first, I need to do some work on the engine so changes can be tested more easily. Thanks for the suggestion!
You could always do a layer thing, where each slice has a couple of waves that overlap the other plane. If you're just using flat sqaures for each plane it makes it kinda obvious.

Chrispy: In the Outer Wall? I think that works because it's not contiguous (more accurately, a fairly solid/level plane of something - "contiguous" being a possibly wrong choice of word initially), and I do a similar thing with the cloud layers here. I believe it doesn't translate very well to water, unless its raging high seas. :)
Shrub: The grid is already 16x16, I'd rather not divide it further. I think slices of a rather level plane will always be obvious, the flower meadow in the ending of Toki being a serious contender for the most obvious one ever. ;) Going further down that line, just doing a 3D quad would actually be more easier than doing a multilayer tilemap (and it'd automagically give perfect perspective), but I specifically want to keep a parallax effect.
edit: I could be very well be wrong though regarding "slices of a level plane will always be obvious", it's just something I have observed. I haven't seen everything there is to see. :)
Cave Story pulled off this effect pretty well using the same technique, but that was with clouds. I can imagine water being harder to do, but you could maybe look at it anyways just for reference.
Beautiful - but how about dividing the water into thinner "strips" - that would probably be more convincing.

Everything will move ingame, including the clouds and the forest layer. The water was just the easiest to animate without making the frame count and file size blow up - if everything was animated for a full cycle and at correct speeds + framerate, the frame count would be approximately over 1280 (over 16x the current).
Wolverine: I'm hoping it will be more convincing when the relative speed between neighbouring slice is adjusted (now the top two slices have a relative speed difference of 2, whereas the bottom two have 4/3) and with the tweens from frame rate doubling (frame delay now is ~33 ms, in-game it will be ~16 ms). I think the slicing can't be completely masked though, as far as I can tell the problem is inherent in every game using parallax slices to depict a contiguous mass of anything (water, clouds, ...).
I like it. A lot.
The clouds should probably move, though, if the water is too. And I kinda agree with Wolverine, it's really obvious.

I dunno. It's nicely pixelled but the strips of water look far too obvious to me to be convincing as a parallax effect. Just doesn't work for me at all.

very nice parallax. Ever played EVO Search for Eden(snes)? I really liked the multiple levels of the parallax in that game too.
Too fast you say? I think it's perfect. The only thing to add would be the clouds moving too. It could be some optical illusion, but they actually appear to be moving very slowly.
I'm amazed the water works so well like that. You can see where they separate if you focus, but as an effect it works great.

This is hypnotizing. I love it the way it is. Noticeable paralax efect makes it look old school and that's great IMO.
You have done with water at this view what I have tried so many times and failed. Thanks, this piece is worthy of a study folder just for that great effect. Thanks a lot for the inspiration!

it's probably a river, wouldn't an ocean imply a beach?
Only critique I have is I'm not sure what body of water this is supposed to be. Is it a river, or an ocean? Reason why I ask, is that if it's a river, than this remains fine. But if it's an ocean, some of the tides should be smashing against each other, possibly going to towards the mainland...otherwise, awesome paralaxing effects going on here...wonderful job!
