Nice atmosphere you have there. I'm not sure about moving the clouds, but those static ?birds? are a bit distracting.
I like it a lot, particularly the hat and scarf. Couple of things I noticed, though.
The repeat is off by one frame, which really messes with the 2-frame animations in the front (particularly the railings). You can see it after the radio tower thing disappears. I'd rather the background skipped a frame than the foreground.
The placement of the railing gap isn't so good. 2-frame anims can't really convey directional motion, but it's even harder when one frame hides the reference point entirely. A 3-frame animation would probably look better.
Anyway, the character is great, the car is very unique and interesting, and the colors work well. Good job!
Would have been really neat to see the clouds moving too. It's very nice.
