PJ doesn't have a minimum skill level. As long as your work is pixel art is finished, it's good enough.
If you're worried about your work not being good enough, post your WIPs (works in progress) on the forum! There's a whole WIP section where you can get some feedback and pointers on your work before you post it in the PJ gallery.
