The app was called canvas tutor. It's mostly designed for manga based drawings, it gives you a drawing assignment each day which is nice for practice inspiration.

Inchworm Animation is a drawing software that was released as DSiWare quite some years back, it's still purchasable for the 3ds now. It's basically a very simple drawing and animation program. It has some layers, your basic tools, and a pixel grid. I like it at the moment since it let's me practice on my nintendo 3ds instead of my PC, so it's nice an portable to do pixel art anywhere.
