As I understand it, it's a piece that's been made to look like a screenshot of a finished game, like this.

A mock-up in art related topics refers to a layout that's designed to see what the final product would look like in the design decision process. In Pixeljoint its most often used to indicate a game that's not now nor will ever be made into a completed project and is an exercise in design, look, etc.

does the mock ups has any size restrictions?

Yes, if you 'mockup' (mokup) for a specific platform. This would include all specs such as color limits, color palettes or any other deatil specific to that platform.

Just google '<system name> specs'. For example, here's a spec sheet for the NES. Most modern systems (like the GBA) can handle more than enough sprites and colours on screen, so in that case you'll only need to make sure the resolution is the same.
