Long story short, we're working on a video game written by Atari
Blitzkrieg, whose music and work some of you may be familiar with. The
game is in essence an homage to 16-bit side scrolling platformers based
on his New District 4040 album.
Atari has started developing
character sketches, creating sprites, backgrounds and (obviously the
music) but needs assistance from artists and developers. Think cyberpunk meets Miami Vice to get a mild feel for the vibe, a grungy art deco-ish landscape. Looking for artists mainly with experience designing large robot sprites, demons, buildings (especially neon work) and backgrounds. Those with experience developing games are also welcome to submit quotes.
We are developing this now and obtaining financing from an investor so
we need quotes to be able to move forward as quickly as possible.
For more information and to submit samples and quotes, feel free to email Atari directly at: atariblitz@gmail.com.

I would suggest you provide some sort of asset list so that those interested could actually provide even a general quote.
How many concept designs (how many iterations)of characters, environments, etc? What about UI? How many character animations? These are only a few questions of course.

p.s. How complete is your design document?
