I really am having trouble figuring out this background. At first, I wanted it to be just a flat color, but it definitely needs the lighter blue. I can't figure out anything that I'm happy with though. Any suggestions?

Feel free to critique other things too.
Like how the orange is weird.

I think that maybe it is your placement. Your whale is directly in the center of the picture making it the prime focus. Anything you put in now might look like a second thought. To me the orange craine looks weird because it is the only object with a dark outline. I think that you should consider expanding the canvas and moving the whale off center a bit. Then you have some space that can be balanced with background detail.

Alright, Ill give that a shot.
I think you're right about the orange, I'm not really sure how to fix it however.

Well using the color wheel you have many "cool" hues there and the orange is the only "warm" hue. That is probably why it stands out so much. That and what is a whale doing with an origami figue underwater anyway? ;) Another thing is the difference in shapes. The whale is made of curves and the bird is made of lines and implied polygons.

I like the blue lines. I think if you did a detailed nice watertastic background it'd be awesome.

The crane should be tinted blue a tad and be darker.

I agree that your orange ramp needs to be bluer so that its part of things rather than on it. For BG, how about you take the reason Japanese Zen followers even make the cranes and extend your canvas vertically, leaving it thin on the width like it is. The whale near the top where the beams of light are hitting it near the surface and the very bottom using just 2 or 3 shades of blue a mound/reef of discarded cranes? Those who do this make one crane a day and they have to go somewhere...

...I love this btw.
