Myself and a few others are in the early development stage of a fast paced multiplayer flash shooter. The players engage in traditional game modes such as capture the flag, deathmatch, and assault over a side scrolling world with floating islands, walkways, and tunnels.

We've decided to go for a pixelized look with what I think of as a medium amount of detail but I am unfamiliar with both the amount of time a sprite sequence would take, as well as traditionally accepted payment methods. For instance, is work traditionally done pay per item and per sequence, or hourly.

I've browsed through pixelJoint and found a ton of really high quality images. I've grabbed a few links to sort of illustrate my interests.

All players play human soldiers that have the ability to hold 5-7 weapons, jump, roll, and be customized to have different hair styles, skin colors, and helmets. Player height would be about 40px tall with the amount of detail between this and this.

The worlds is not tile based, and in a way is more like a giant painting. Estimated level sizes would be around 2800x1200. We don't want it to be a giant in that everything is unique but say if the world was a jungle or forest level you might have:
4-6 trees, 4-8 bushes, a dozen or so tuffs of grass, several elements such as backgrounds and textures can be tiled preferrably so larger elements have no more than 2 copys in one 700x400 area.

Some images I found were this tree, and background mountain.

This has been a lot longer than I planned so thanks for helping me out if you read this far! Again I'm just looking for generals to have an idea of an estimate budget, jobs would be offered in a month or two. Thanks!

I probably put to much information in the previous post. Would anyone care to give me an estimate, time wise, that it takes to do a character animation similar to the ogre above.

Or how long the image of the mountains and tree might take? I'd like to know so that I don't presume timeframes and offer some value that is unable to attract quality work, or offensive. I've read requests for paid work and the values listed in the employers request were obviously unrealistic.

Would a budget of $1,000 US, support 3 character animations. Several background images, and foreground elements like trees and bushes? Thanks for any help!

I'd certainly take this job for that price and probably do a bit more than you've asked for too.
You'd have to be a bit more specific about how big you want the BG elements though if you're talking about actually painting a 1200 pixel high BG tile of a jungle, mmm, I don't know.
At that size I think aesthetically you can get a good look by letting the player's screen resolution do the work of upsizing and antialising smaller tiles.
