This is as far as I can take this piece on my own, so I'm asking for some help here to take it further.

Note: I did not pixel the writing--it's the font MS Mincho. However, I did anti-alias it by hand.

I'd like to change her left arm, instead of having it lying there looking dull, but I can't think of anything at the moment. Also, I'm sort of confused how to shade her with such a low colour count (4 colours), although the cartoonish style is more suitable to the game.

Character reference used: Utsuho_Reiuji_portrait.jpg
The character, Utsuho Reiuji, is from the game Touhou Project.

@Pumpkinbot: Please do away with the one liners, or save them for off topic banter. Only constructive criticism is warranted in the WIP threads.

As for the piece itself, I think it too is done very well. But for nitpicking, I noticed that anatomically speaking, the length from her hips to her knee(length of the thigh bone) seems a bit too long, in comparison to her knee to feet ratio. maybe moving the visible part of the legs a couple of pixels higher to help that.
And her left arm could possibly be lifted up, slightly bent upwards, to give her a bit of a levitating pose, to help with her current position.

Quite good so far!
The edit is an improvement, except for the left arm: looks she's hitch-hiking.

The problem I have is of balance, and a static pose. She has that ... thing in/on her right arm (a sword? a mechanical arm?) that looks heavy, the effort should be apparent, and the whole body bent the other way. I think the left arm will then naturally extend away from her body just for balance.

She should turn a bit to the left too (ours), she probably couldn't extend that arm totally sideways.
Maybe also the wings could visibly give some lift to help (easily said!). For instance, the right wing (ours) might come more to the front, and its tip to the left? In a word: dynamism!

No worry about shading for me, you might want to dither slightly on cloth.

A little problem with the eye on her shirt. It's a printed design, if I understand your ref right? So it should be shaded accordingly. It presently looks like a real eye stuck in her breasts.

The thing on her arm is an encapsulation of a control rod, which is probably even heavier than it looks! She resides in a fantasy land where real physics are regularly broken, so the effort she's putting in is akin to Cloud and his buster sword. I agree though that it'll make the pose a lot less static and more interesting, so I'll see what I can do with that.

I'll try to turn her body a bit too and try that wing idea out.

The eye on her shirt is supposed to look embedded into her chest by the way.

Edit:
Very WIP, just want some confirmation on the changes:
