hello i am new to the world of pixel art and i am interested in taking the tutorials on the website...i know this might sound stupid but what program is the tutorial for?

Any program that can work on the pixel level works.
MSPaint is the classic and all you really need.
Check the Resources section for other programs.

I recommend Graphics Gale over MS Paint.  It's just as newbie friendly when it comes to pixelling, but it has better pixel art specific features for when you learn to use them.
