Is it better to decide on the colours of your work first and then start to draw, or should you do a basic piece and then adjust the colours after?

Its a personal thing and habit. Basic piece layout, lighting and general tonal values and shades with color adjustments along the way is best for me.

yeah, in my experience it's not like step 1 is this, step 2 is that, but rather all of the different processes evolving simultaneously. i usually start with just a few color blocking things out, then add colors for highlights and shadows as needed, adjusting the colors along the way.
