Are there some rules or guidelines for determining different style of pixel art? as far as the file format is concerned?
 
I mean, when someone mentions a 32 color file. Is this constraint usually related to the platform you are trying to deliver the resources to? Or is this something still considered a style today.
 
If it is a style, what would be the best file format to use. I assume png files since they are the best for lossless compression.
 
For all software involved, what would be the best file format to use. I guess that's my actual question.

I prefer gif but png8 is cool too (not png24).

If you don't understand png8 vs. png24 then always use gif...

When in doubt go with the MSpaint rule: If you can do it in Paint, it's legal.

When pieces mention a colour count, they're just talking about the number of colours they used in the piece (8,12,24 etc.) 'cos lots of Pixel Artists like the challenge and aesthetics a lower cc brings :)
