I'm Dylan, 17 years old, and learning Actionscript 2.0 for Adobe Flash. I'm only a part-time working student, I will pay when I can and how much I can.
Just thought I'd get that out of the way, I'm not an owner of a high budget business or anything...
Anyways, so I'm making a 2D RPG in Adobe Flash, and right now I need a base sprite!

Criteria:

Caucasian human, since it's in flash changing skin tone is not a problem.
Medium detailed, not cheap and not super intense.
Medium to (big?) sized.
Not too cartoony, but a little bit.
Up, Down, Left and Right facing, with 3 frame walking. (1,2,3,2)
Here is a great example of a sprite that I really like:

The size of this sprite is good, a wee bit bigger wouldn't hurt!
No more cartoonish than that!

Payment Method:

I am not going to just look at examples of your work, and pay you up front for something I may not even like.
If you can show me an example of a certain style that I like (of your own work), and you will somewhat follow it I can pay half up front then half later.
I will be paying via PayPal, only!

Have you considered using kaiser for your base?  I think he was made for that purpose, but you should check to be sure.  If you don't have a lot of money to spend this might help you and then you can use the money on other assets if you need them.    Be sure to check it is OK to use him first though.

A quick tip:  don't even pay half up front.  Before I found one that worked out, I had 3 different artists agree to take the job then never said a word and stopped replying to emails.  Boy am I glad I never paid anyone up front.  A good artist will give you the final product with a watermark so it can't be used until you pay them.

Yeah, actually...

I've seen some portfolios with another person's work, and they ask for upfront, so they make me feel like they're trying to just scam people.

That will be in my rules actually, I'll ask the client to watermark first.
