Which programs can shrink images without adding pesky artifacts? For example, if I save an image as 2x size, or if I have an image of, say, a black box on a white background (and don't want to end up with grey borders).
Suggestions? |

Photoshop, using 'nearest neighbor' interprolation (sp).

The next best thing to Photoshop is GIMP, and GIMP is free if you don't have Photoshop or the money for it.
