Japanese Ragnarok Online artists seem to use a program that isn't theirs, so I guess it's accessible to the public. However I can't find what program it is. Has anyone ever used it before?

Nah... Pixia don't have that kind of UI or at least changed that much since there is only one developer

Still rarely I see developer do that dagger-n-skulkin... Unless they don't want to promote that program or they are using illegal copies... etc

It's Cosmigo Pro Motion (commercial)
The 'Tile mapping' menu put me on the right track, because it's a quite rare feature.
