Any program can be used to make this type of sprite.
You might need an app that compiles the frames into the final animation and the PJ gallery links section has many options. |

Not a very good question. It is like asking "which pencil to use for drawing". There are many softwares with many different functions, for different workflows and different skill levels.
If you're starting, MSPaint is fine, although it can't do animation - but that allows you to focus on basics first. If you come from a digital art background and already know photoshop, you can tweak some settings to make it work nicely with pixel art. There are also pixel art specific programs like graphicsgale, pro-motion, pyxel and so on. But each has their own benefits and downsides. Look, try, and decide for yourself. |
