It doesn't appear to be finished. She's missing a hand in a way that doesn't look intentional, and the silhouette is full of jaggies - your curves are done with haphazard sections of pixels so they look wiggly rather than like smooth curves. Check the Jaggies section in this tutorial for an illustration of what I mean, it explains it better than I can.

You're also using some colours that are barely visible without zooming in a lot. Avoid such low-contrast colours, keep things simple. That's not in itself rejection-worthy, but it doesn't help your piece look good.
