Oh, this is great! But indeed, a lot of cleanup would be necessary to pass it off as pixel art.. How about reducing to 16 colors, getting rid of alll the jaggies in the lines of his clothing, and removing all the single pixels in his face and hair?

If you're using GIMP or Photoshop, there should be an Indexed Color function somewhere in your menu bar. I'm not so sure about other programs though.
