You can't rotate 45 degrees in MSpaint, Outlaw.
And I'd still consider it to be pixel art if you found out how to do it in paint, because you're still in control of every pixel. I can get the vertical skew to make the pixture (27 degrees) fit on a wall or something at an isometric angle, but the image you've shown would be on a floor which I can't seem to figure out how to do. |

Create square using iso lines with draw circle only and reduce height
by 50%, then draw the face at 26.565 degrees using the 1 up 2 across
ISO lines. I don't see why you need the skew tool it's quite the simple
thing to do by hand maybe just a little practice.
