Are there any basic easy to learn programs to make low polygonal models? Without all additional effects, maybe even without ability to texture. Just something which you can effectively use right from the start. MS Paint of 3d-modeling.

Not sure if it's exactly what you're looking for, but you could try Google's SketchUp.

Wings 3D is pretty simple to get started with, I think.

Anim8or is a good program. Probably has more features then you're looking for, but it's free.

Thanks for links, I think them would be useful for others too. I tried those programs, and still needed to read manual to be able to draw anything, so, guess, I'll have to learn anyway, and still in search for program with extremely low entry level.

You could also try MilkShape 3D. It's not free but it's not expensive either. Regardless, there's a 30 day trial.
 
I'm far from being a skilled 3D Mesh artists with no real experience but I learned it pretty quick and produced a few models that look semi-decent.
