I don't think this looks good enough on the body... I want to know how I can improve the shading on that to make it looks like the collar and head.

OK, first off, you have somewhat decent lineart. No jaggies. It can be improved though. The shoulders can be wider, peice can be not mirrored, etc. The other major thing I see wrong is that you did a gradient (pillow shading, actually) instead of shading. The gradients use too many colors, and in pixel art we try to have the lowest color count possible.
