Nah, not all the games require high levels, there are rpgs where enemies level up too, so you need pure strategy.

Don't forget Final Fantasy Tactics, Bahamut's Lagoon, Hoshigami, Kartia...there are a lot of games like that. They are not pure rpg's but they share some elements.

Ogre Battle/Tactics Ogre is a nice series. Also Dokapon is a weird little RPG. And I've played Warcraft, just not WoW.

I did read the OpenGL Official Guide to Learning like a bedtime story while camping. Mother never read to me she just kept hitting me in the head until the blunt trauma caused me to pass out every night.

also, the localization for kirby's dream land 3 was strange. the karakasa miniboss, based on a monster from traditional japanese folklore is called 'jumper shoot' but a generic snowman miniboss is called 'yuki'

and FFT its far from being tactic... mean, if a RPG is made in an isometric Grid, it automatically becomes a 'tactic'? nah...

Front Mission, on the other hand, is a game of Tactics with some elements of RPGs.
