lets say if someone on a forum takes a quote of what i said and sticks it in there signiture and you wish the user to take it off once you have already asked nicely for him to do so
can i report the user?

If they quote you in an extremely derogatory manner and/or out of context, strictly meaning to cause offense to you, i would say it would be fine to ask a moderator to have a word and/or take further action.
